on the occasion of the IMF Korea Office Closure


As was announced earlier1, the IMF Korea office will be closed on September 11, 2008 as
part of the restructuring process of the IMF. The decision to close the office after 10 years
was a difficult one, given the import!ance of the Korean economy, but it also reflects that
Korea is now a mature and resilient economy. I would like to thank the Korean authorities
for their hospitality and close cooperation, and emphasize that the IMF will not scale back
our interaction with Korea, and will continue our policy dialogue through regular visits, as
with other IMF members.

Korea, like much of Asia, is now facing challenging times. In this context, some parallels
have recently been drawn between 1997 and the present situation¡ªnotably pointing to the
rising external debt, a weakening currency, and the current account moving into deficit¡ª
that raised some concerns. It is import!ant to emphasize that these similarities are largely
superficial, and the fundamentals of Korea today are much stronger than 10 years ago.

In particular, prior to 1997 short term flows were unhedged and on-lent to an overleveraged
and unprofitable corporate sector by a domestic financial system that lacked the ability and
incentives to assess the risks involved under a fixed exchange rate system. Furthermore,
Korea¡¯s international reserves at end-1997 were small, at only 11.7 percent of its total
external debt.

Since 1997, the corporate sector has deleveraged significantly and is profitable. In addition,
the banking sector has high levels of capital and low levels of non-performing assets.
Financial supervision has been strengthened significantly. And Korea operates under a
flexible exchange rate system, which encourages corporates, banks, and individuals to better
assess the risks of their financial actions and provides a cushion against external shocks.
Perhaps most import!ant, Korea has built up substantial international foreign currency
reserves which can act as a buffer against shocks.

Recently, Korea¡¯s external current account has turned to a modest deficit and the won has
weakened substantially. However, this largely reflects the challenging global circumstances
and a significant deterioration of its terms of trade, owing mainly to the high price of oil.
This is very different from 1997, when the driving factor behind the deterioration of the
current account was a badly misaligned currency.

The recent buildup in short-term external debt has also attracted some attention and, indeed,
could increase financial market volatility. The authorities are well aware of these risks and
have been monitoring them closely. However, these risks should not be exaggerated, as the
nature of the short-term external inflows is very different from a decade earlier. Now, most
of these funds are closely linked to the hedging activities of Korean exporters and Korean
investors abroad and more recently to foreign purchases of government bonds, and are
intermediated mainly by foreign bank branches. Furthermore, despite the recent increase, the
outstanding external debt is still not unusually large when compared to the Korea¡¯s export
earnings or international reserves, or when compared to other countries in the region.

Within the context of a volatile global financial environment, these developments warrant
continued strengthening of supervision and risk management capacity of financial institutions
especially with regards to liquidity risk, as is being done by the supervisors since the
beginning of the global financial turmoil.

ÀÌ¹Ì ¹ßÇ¥µÈ ¹Ù¿Í °°ÀÌ, IMFÀÇ ±¸Á¶Á¶Á¤ÀÇ ÀÏȯÀ¸·Î IMF Çѱ¹»ç¹«¼Ò´Â 2008 ³â 9¿ù11ÀÏ ¹®À» ´Ý½À´Ï´Ù. Çѱ¹ °æÁ¦ÀÇ Á߿伺À» °¨¾ÈÇÒ ¶§ 10³â ¸¸¿¡ »ç¹«¼Ò Æó¼â¸¦ °áÁ¤ÇÏ´Â ÀÏÀº ¾î·Á¿î °ÍÀ̾ú½À´Ï´Ù. ±×·¯³ª ÀÌ´Â ¶ÇÇÑ Çѱ¹ÀÌ ÀÌÁ¦ ¼º¼÷µÇ°í ź·ÂÀÖ´Â °æÁ¦¶ó´Â °ÍÀ» ¹Ý¿µÇϱ⵵ ÇÕ´Ï´Ù. Àú´Â Çѱ¹ Á¤ºÎÀÇ È¯´ë¿Í ÇùÁ¶¿¡ °¨»çµå¸³´Ï´Ù.
IMF ´Â Çѱ¹°úÀÇ Çù·Â°ü°è¸¦ Á¶±Ýµµ ¼ÒȦÈ÷ ÇÏÁö ¾ÊÀ» °ÍÀÌ°í ´Ù¸¥ ȸ¿ø±¹°ú ¸¶Âù°¡Áö·Î Á¤±âÀûÀÎ ¹æ¹®À» ÅëÇØ Á¤Ã¥¿¡ °üÇÑ ´ëÈ­¸¦ Áö¼ÓÇÒ °ÍÀÔ´Ï´Ù.

´Ù¼öÀÇ ¾Æ½Ã¾Æ ±¹°¡¿Í °°ÀÌ Çѱ¹Àº Áö±Ý µµÀüÀûÀÎ ½Ã±â¿¡ Á÷¸éÇØ ÀÖ½À´Ï´Ù. ÀÌ·¯ÇÑ »óȲ¿¡¼­ ƯÈ÷ ¿Üä Áõ°¡, ¿øÈ­ ¾à¼¼, ±×¸®°í °æ»ó¼öÁöÀÇ ÀûÀÚ Àüȯ µî ¸î °¡Áö ¿ì·Á¸¦ ºÒ·¯¿Â Á¡µéÀ» µé¾î 1997 ³â°ú ÇöÀçÀÇ »óȲÀÌ ºñ±³µÇ°í ÀÖ½À´Ï´Ù. ÀÌ·¯ÇÑ À¯»çÁ¡Àº ÁÖ·Î ÇÇ»óÀûÀÎ °ÍÀÌ°í ¿À´ÃÀÇ Çѱ¹°æÁ¦ÀÇ ÆÝ´õ¸àÅ»Àº 10³â Àü¿¡ ºñÇÏ¿© ÈξÀ °­ÇÕ´Ï´Ù.

ƯÈ÷ 1997³â ÀÌÀü¿¡´Â, ´Ü±â¿ÜÈ­ÀÚ±ÝÀº °íÁ¤È¯À²Á¦µµ¿¡ °áºÎµÇ¾î À§ÇèÀ» Æò°¡ÇÒ ´É·Â°ú Àμ¾Æ¼ºê°¡ ºÎÁ·Çß´ø ±¹³» ±ÝÀ¶½Ã½ºÅÛ¿¡ ÀÇÇØ, °ú´Ù Â÷ÀԵǰí(overleveraged) ¼öÀÍÀÌ ¾ø´Â ±â¾÷ºÎ¹®¿¡ ÇìÁöµÇÁö ¾ÊÀº ä Àç´ëÃâµÇ¾ú½À´Ï´Ù. ´õ¿íÀÌ 1997³â ¸» ´ç½Ã Çѱ¹ÀÇ ¿Üȯ º¸À¯¾×Àº ÃÑ ¿ÜäÀÇ 11.7 ÆÛ¼¾Æ®¹Û¿¡ ¾ÈµÉ Á¤µµ·Î ÀÛ¾Ò½À´Ï´Ù.

1997³âÀÌ·¡ ±â¾÷ºÎ¹®Àº Â÷ÀÔÀ» ÇöÀúÈ÷ ÁÙÀ̸鼭 (deleveraged) ¼öÀͼºÀ» ¿Ã·È½À´Ï´Ù.
